There are a large number of small and remote communities in the ICET region with very limited financial and human resource capacity.  As a result these communities or regions have not had the opportunity to address economic development planning in a comprehensive manner.  This program has enabled smaller communities and economic regions with no comprehensive economic development strategies in place to invest in the professional resources required to prepare a formal economic development strategy and develop the basic tools required for ongoing economic planning and response to investment opportunities.
