Sanala Planning invites First Nations governments to join discussions to help form a consensus vision to transform Island Coastal Economic Trust into the first permanently financed, co-governed regional development organization in Canada.
K’ómoks Territory, Courtenay, B.C, August 20 2024 — The board of Island Coastal Economic Trust is pleased to announce that Sanala Planning, an Indigenous-owned planning company, is leading engagements with First Nations across Vancouver Island and the surrounding coast about the future of the Trust. The dialogue will focus on transforming the Trust into a model of co-governance and shared decision-making.

Since Island Coastal Economic Trust was founded, coastal people have been uplifting one another to build healthy, resilient, and more sustainable communities through investments with the Trust. Serving communities across Vancouver Island and the surrounding coast, the Trust works in close collaboration — forming high-trust relationships — with people and organizations in First Nations communities, urban areas, small towns, and unincorporated communities across the coast.

Sanala Planning is leading outreach and extending invitations to 53 First Nations governments whose territories span Vancouver Island and the surrounding coast from Howe Sound and the Salish Sea to Smith Inlet and Cape Caution.
The first virtual roundtable meeting was hosted on August 13, 2024, with 15 representatives from 12 First Nations. This meeting took place while the Trust’s leadership met with the Haida and rural leadership that comprise the board of Gwaii Trust to learn from their almost 30-year history with consensus-based governance on Haida Gwaii.
“The knowledge exchange with the Gwaii Trust shared three days of connection and collaboration,” said Aaron Stone, Chair, Island Coastal Economic Trust. “I look forward to continuing steps along our journey to co-governance together. This meaningful work represents such a strong alignment of values, heart, and mind. We are moving forward in a good way.”
A second roundtable event is scheduled for September 24, 2024. Following the two virtual events, invitations for individual meetings, hosted in person or online, will be extended to each First Nation.
Sanala’s team includes Jessie Hemphill (CEO), G̱id Uuwans Dana Moraes (Senior Planner), and Ali White (Planner). Sanala believes that Indigenous planning has a key role to play in addressing the great challenges of our time and creating a better future for all. Passionate about collaborating with Indigenous-led and/or Indigenous-serving communities, organizations, and governments, Sanala’s team works to revitalize and adapt Indigenous planning practices and principles for modern times, affirming Indigenous rights and self-determination for the benefit of all.
The Trust’s team is led by Ashley Wright and Brodie Guy. They support Sanala and participate in dialogue with First Nations throughout the engagements.
Ashley is the Indigenous Technical Advisory Lead for the Trust, and specializes in governance, project management, community planning, and preparing Nation’s for self-government. She is K’ómoks First Nation and works with a number of First Nations in BC, including her own Nation, K’ómoks, where she is the Treaty Manager.

This new model marks a significant step forward honouring the voices of Indigenous leadership and will integrate their perspectives into the decision-making processes that impact their lands and communities. Co-governance fosters a unified vision for regional development and establishes a grassroots foundation for future economic prosperity,” said Ashley Wright, Indigenous Technical Advisory Lead for Island Coastal Economic Trust.
Brodie has served as CEO of the Trust for two years. He previously worked as CEO of Coast Funds, working for 27 coastal First Nations over a decade in the Great Bear Rainforest and Haida Gwaii. In this role, he partnered and invested in Indigenous-led sustainable development, Guardian programs, and First Nations’ stewardship authorities. Together, Ashley and Brodie work in partnership through all engagements with First Nations, local governments, the provincial government and the Trust’s board.
In relation to this Indigenous-led process, the Province of British Columbia, who founded and has funded the Trust, has committed to building a mechanism for inclusion of First Nations in the Trust’s governance in the Declaration on the Rights of Indigenous Peoples Action Plan (Action 4.39).
Invitation to Share Perspectives on Co-governance of the Trust
First Nations governments are invited to participate in an engagement process facilitated by Sanala to provide strategic input and direction on transforming the Trust as a model of shared decision making. This includes economic development funding decisions, regional strategies, and co-governance of the Trust by First Nations and local governments across Vancouver Island and the surrounding coast. The engagement process will take place in two phases:
Phase One (Invitation, Virtual)
Information and invitations are shared with all 53 First Nations governments within the region to participate in discussions on co-governance. An initial virtual roundtable meeting was hosted on August 13th and a second virtual roundtable meeting is scheduled for September 24th, 2024. Sanala and the Trust will share further information about the project and how it began.
Phase Two (Engagement, In-Person and Virtual)
Meetings with First Nations governments, offered both in-community and online, will be scheduled to take place from Fall 2024 to Spring 2025. These meetings discussing the Governance and Future of Island Coastal Economic Trust will inform a Strategic Recommendations Report to be shared with participating First Nations as well as the provincial government.
